The
LACRPC strives to provide information and/or data analyses to
local decision makers in order to further an intelligent decision
making process. The Commission concentrates data collection activities
in a number of areas and attempts to deliver same in a timely/competent
manner.

Geographic Information Systems Applications
In 1994, the LACRPC began implementation of a Geographic Information
System (GIS), computer based software applications that allow
for data collection, data management and data analysis of large
volumes of spatially referenced data. This technology has various
mapping applications which have greatly enhanced the ability of
LACRPC staff to analyze such variables as demographic characteristics,
land use and transportation issues. The adaptation of GIS has
enabled the LACRPC to enhance its data storage and management
capabilities, as well as reporting capabilities. The system will
eventually evolve to offer additional applications to the LACRPC
staff as well as its membership.
Clearinghouse Reviews
Clearinghouse Reviews provide the means to effectively review,
critique and/or support federally funded programs as well as foster
greater efficiency in program development. The intergovernmental
review process improves quality and effectiveness while providing
the means to minimize overlap and the duplication of services.
The Lima-Allen County Regional Planning Commission has been the
area clearinghouse for Allen County since the agency's inception.
Commission staff will review and process all applications requesting
federal funding submitted on Standard Form 424 for local impact
and regulatory compliance. These request address funding in such
areas as:
- Housing
- Transportation improvements
- Health care
- Substance abuse programs libraries
- Educational programming including Head Start and vocational
programs
- Library equipment
- Environmental protection
- Nutrition programs
- Criminal justice and related rehabilitation programs
Census Affiliate
The
LACRPC has been designated as a Local Census Affiliate by the
United States Department of Commerce and has participated in the
review process dating back to 1964. The Regional Planning Commission's
wealth of data and information is a major asset to the region
and to member political subdivisions. Localized data sets are
currently available from the US Census Bureau through the services
of the LACRPC. Population and housing statistics are available
at various levels of analysis including political subdivision,
census tract, block and block group levels. The LACRPC continues
to work with the Census Bureau to help ensure an accurate count
of Allen County residents and employees. The LACRPC also assists
the Bureau with the maintenance of its local geocoded TIGER Files
in order to maintain their integrity.

Technical Library
The Commission's Technical Library houses some 3,500 reports
and studies pertaining to local concerns. The Agency acts as a
regional repository of aerial photographs, traffic flow maps,
topographic and planimetric maps, as well as hydrologic and soil
maps. The LACRPC also has a growing collection of videotapes on
such topics as traffic safety, vehicle maintenance procedures,
roadway and bridge maintenance procedures and recycling. Moreover,
the Commission maintains a full complement of regional data sets
including school enrollments, elected officials, population projections,
traffic flow/accidents and employment by the North American Industrial
Classification System (NAICS). Cost-of-Living Indexes are also
available for more than 300 urbanized areas on a quarterly basis.
