Developmental Controls
The Commission assists
member political subdivisions in monitoring, reviewing and approving
development activities within Allen County, and establishing regulatory
controls to minimize any adverse environmental and/or economic
effects of development. The LACRPC assists member governments
in the development and administration of county subdivision
regulations, stormwater
regulations, local zoning ordinances/ resolutions and floodplain
management regulations. The Commission has a collaborative
relationship with other local agencies involved in the development
process including:

- Electric Companies
- Gas Companies
- Phone Companies
- Cable Companies
- Water Companies
- Public Works Departments

Subdivision Regulations
The LACRPC is the agency responsible for facilitating the major
and minor subdivision processes within the unincorporated areas
of Allen County. The purpose of providing for and administrating
such regulatory processes is to provide for the harmonious development
of Allen County by:
- Furthering the orderly configuration and use of land according
to its capability and suitability
- Facilitating the adequate provision for transportation, water,
sewage, drainage, schools, parks, playgrounds and other public
requirements
- Accommodating the further subdivision of tracts into smaller
parcels of land
The Regional Planning Commission will continue to administer
the review and processing of all subdivision applications and
the transference of land subject to the provisions and territorial
limitations of the Allen County Subdivision Regulations.

Since its inception,
the Commission has provided technical assistance in the preparation,
interpretation and enactment of zoning resolutions to the unincorporated
political subdivisions within Allen County as required under Chapter
519 of the Ohio Revised Code. The LACRPC will assist member political
subdivisions in the review, development and revision of zoning
regulations in order to ensure that development occurs in an orderly
and measured manner. The Commission has most recently provided
technical assistance in the preparation of major revisions of
zoning resolutions to several member political subdivisions including
American, Perry and Richland townships.
Floodplain Management
In order to promote public health, safety and general welfare,
and minimize public and private loss due to flood conditions in
specific areas, the Board of Allen County Commissioners pursuant
to authorization contained in Sections 307.37 and 307.85 of the
Ohio Revised Code, adopted a Resolution on November 13, 1989 to
implement the Floodplain Management Regulations for the unincorporated
areas of the County. The LACRPC has been delegated the responsibility
for administering the Allen County Floodplain Management Regulations
which govern development related activities within the flood hazard
areas of the unincorporated portions of Allen County.
