Federal
legislation is a major part of the framework that guides transportation
planning, particularly the Transportation Equity
Act and The Clean Air Act Amendments of 1990. These two pieces
of legislation, together with the National Environmental Policy
Act and the Americans with Disabilities Act, call for a new direction
of transportation in urban areas.
Other components of the transportation-planning framework are
the mechanisms for intergovernmental coordination and the LACRPC's
process for involving the public in plan development. Additional
considerations that influence the development of planning documents
require consideration of the region's existing transportation
system, as well as land use, demographic and economic characteristics.
Transportation Equity Act
of the 21st Century
The Transportation Equity Act (TEA-21) for the
21st Century was enacted June 9, 1998 as Public law 105-178. TEA-21
authorizes the Federal surface transportation programs for highways,
highway safety, and transit for the 6-year period 1998-2003.

Long Range Plan
The Planning Commission
worked diligently to develop the 2030 Transportation Plan. Planners
documented the following in preparation of the planning document:
- Existing and projected land use
- Economic activities
- Monitored traffic flow and the efficiency of the existing
system
- Assessed shifting populations
The
Comprehensive Transportation Plan is a long-range plan--a strategy
of capital improvement programming developed to guide the effective
investment of public funds in transportation facilities. The Plan
provides the framework from which the area's short range Transportation
Improvement Program (TIP) are developed. The TIP identifies the
highway, transit, bikeway and pedestrian projects scheduled to
be constructed over a four-year time frame. The 2030 Plan is updated
every five years and may be amended due to available federal,
state and local funding.
The ambition of the
2030 Long Range Transportation Plan is the development of a truly
intermodal transportation system, one that is efficient, fiscally
sound, environmentally friendly, and which provides the regional
infrastructure to better compete in the global economy.
The 2030 Long Range
Transportation Plan recognizes five goals:
- To increase the overall safety and efficiency of the transportation
system
- To develop a transportation system that will support and strengthen
economic development initiatives within Allen County
- To coordinate transportation facilities and land use in order
to promote desirable development patterns within Allen County
- To generate a transportation system which will minimize adverse
environmental impacts
- To create a transportation system which is fully integrated
and which will provide adequate mobility and mode choice for
all persons

Transportation
Improvement Program
Coordinating
the short range Transportation Improvement Program (TIP) represents
one of the LACRPC's major responsibilities as the Metropolitan
Planning Organization (MPO) for the Lima Urbanized Area. The TIP
provides a four-year prioritized listing of a bikeway/pedestrian
walkway, bridge, highway, transit, and paratransit projects utilizing
federal funding.
Local political subdivision, the county engineer, and the local
Ohio Department of Transportation (ODOT) District office initiate
TIP projects. Applications from these agencies are submitted to
the LACRPC as requests for federal funding. Most local and state
projects must be programmed in the TIP to be eligible to receive
federal transportation monies. The Annual Element of the TIP list
projects which are expected to be ready for implementation during
upcoming fiscal years.

Transportation Enhancement
Program
The LACRPC is active in furthering local participation in ODOT's
Transportation Enhancement Program. Eligible projects have been
awarded for entranceway beautification as well as for implementing
bicycle and pedestrian projects. The City of Lima was awarded
such funding for these types of projects around the Ottawa River.

FTA Specialized Transportation
Program
This program facilitates the provision of specialized transportation
to senior citizens and individuals with disabilities where existing
transportation services are unavailable, in appropriate or insufficient
the MPO will provide information and training to private, not-for-profit
social service organizations. The MPO offers workshops for all
potential applicants interested in securing funding under the
FTA Specialized Transportation Program. Joint training of local
paratransit services on ADA mandated requirements including sensitivity,
passenger assistance techniques and safety, vehicle maintenance
and lift maintenance will also be addressed by the MPO.
